According to the lady I bought this from, the barnacle shell is from the Phillipines, where the barnacles themselves are a delicacy. The plant is a type of tillandsia. It is an epiphyte, meaning it does not require soil and gets its moisture from the air.
I bought it at the Wednesday farmers market in Santa Monica a couple months back, from a woman who raises the plants and sticks them in the shells she gets from her 'shell guy' - there were all different sizes and I liked almost all of them. It's a pretty cool idea. I also got this one from her.
